DESCRIPTION
	Harassment is when you (or a group) single someone out for bad
	treatment. You can be a pain in the butt to everyone, but if you
	behave that way to one player only, it is considered harassment.

	Players that harass others will possibly be warned, but at times no
	warning is given. The punishment for harassment is usually a simple
	wipe and ban of the offending character. Repeated offenders may very
	well get their site banned.
